Osbert moved to the Cayman Islands in 1978 and has been a part of the fabric of the Island ever since. He has watched the Island grow from a population of under 20,000 to where the Islands are today, over 70,000. He has seen the growth of the Islands into the international economic leader it is today and one of the top desired living locations on the globe.
Osbert’s is a certified CIREBA real estate agent. He is Director in Quadrant Cayman Ltd – A Building Contractor and Director in Ember Lake Ltd. – A Cyber Security Company.
Prior to his current positions, Osbert was the COO of SALT Wireless Ltd. and SALT Technology Group from April 2019 to May 2021 where he was responsible for the overall operations of both companies. From 2012-2019, Osbert was with the Maritime Authority of the Cayman Islands (MACI) as their Global Director, Operations and held overall responsibility for the management and maintenance of all MACI’s IT systems and networks, all records and information management including Freedom of Information (FOI), Finance and Reporting and Corporate Communications.
Mr. Francis holds a BBA in Accounting from Howard University, Washington, DC and a MSc in Management Information Systems from University of the West Indies, Mona, Jamaica.
